Obviously, that particular Walmart took a game console back from a customer and (without checking it out first) just stuck it back on the shelf for resale. They're not supposed to do that. Hopefully, the Walmart will give them a brand new game system as compensation. That kind of thing could result in a pretty serious law suit by the parents against Walmart.
