I have a member (another forum) who won't report another member but isn't satisfied with how things were or were not handled. He complained privately to someone else who opened up discussions with staff. The suggestion of the member is more extreme than our current moderation protocol, but because our site was down and the offense forgotten when it returned, no staff actions were given.
In this case, I would try to figure out exactly what's causing him to be upset with another member on the forum. Did the member break any rules? If so, I think the member causing issues for this guy should perhaps get a verbal warning, and hopefully this will cause the problems to stop. That's how I would approach the situation. I would also talk to your staff to see how they would address the issue prior to issuing any warnings though.
I would try to take it to DM and find a solution that everyone is happy about.
In the end, if you're having issues with someone and you don't report it, it's not my problem. If you report it, then it becomes my problem to take care of.
People who don't report but start drama in the DMs are just that...drama.
