I think it's PHPBB, I started building a forum with it and really it's good one for beginners, easy to customize your theme and manage. I would suggest this.
When your forum is popular with more members and posts, you can switch to other forum softwares by using a script to upgrade.
If they can not use FTP then they have no idea on the server side or how to run. FTP is easy and simple.SMF has uploaders which can be good for beginners who cannot use an FTP. I mean, if they can't use an FTP, then they're going to have to hire someone which costs money.
