Best websites to make web directories with?

Hi! I'm trying to build a stockpile of resources for people interested in making their own web directories (which I feel is something everyone should do,) but I'm stuck on what tools can be easily used by everyone. So far I have Listography, Evernote, and Tumblr. What sites/online tools would yall use?

This is an old phpBB directory extension. However, I don't know if it works with the latest version of phpBB or not. Anyway, phpBB is free.
