$50 alone should be able to do it. Used licenses have gone cheap lately (around a year ago or before, it'd be hard to get a used vBulletin, or even an IPB for under $100).

Honestly man, the best way to earn money is to get Admin Spot big in activity (with proof using Analytics, AWStats, Webalizer, etc.) and sell stuff like Text Ads.

But having owned a vBulletin and even owning an IPB, I can honestly tell you that you're fine sticking with phpBB or MyBB. There isn't really much benefits vBulletin will give to you unless you get vBSEO.
