Can giftcards or gift codes be considered taxable income?

For example, Amazon Associates Affiliates have the option for payment in Gift cards/codes for Amazon.com, but if someone make thousands of dollars or more, and redeem them for Amazon Gift Cards from Amazon.com could the government charge the guy for tax evasion for not declaring his Amazon Giftcards in his taxes.

Technically for those in the U.S., anyone earning above $600, whether by gift, or job, is required to report it. I may be wrong though.
