Dirty Money - Fair Game to Use?

Well, some corrupt cops on some movies like Serpico and American Gangster want to "be on the take", and then the hero officer refuses. Nonetheless, a lot of the money is truly dirty. I mean, with cop salaries so low why not, and a way better scenario is somebody using the cash for a hospital. Anyway, though, I think money is repossessed by the state anyway, though, probably just to fund prisons, I think. I don't really know.
 
This is what they do with it.

The money from seizures is split between the different agencies that are a part of the bust and then divided. If suspects appeal and are found innocent, police must return their items or reimburse them.

You can't really blame those who have no choice but to accept and use dirty money since their salary is so low. It could also be because their precint is tolerating such bad deeds. It would be a good thing that they would be granted the benefits they should receive and have an increased salary to avoid the chances of them committing bad deeds.
