Sure, they can. But the only way to stop deleted or banned members from joining your forum again is by banning their IP address.

Yes, but you have traces of their actions. And hell, annoy them if they use the same account or e-mail account.
 
I deleted a few ex-friends accounts mainly because I want their existence wiped from me.

In Xenforo you can ban emails though 🙂
 
What if the deleted user uses another email and IP address? How can you link their activities to the previous accounts?

I have seen that happen and you can tell by the way they are talking in their topics/posts and or if they are involved with something before that made them be ban and start being that topic up again.
 
So, the only way to tackle this is by watching their content and trying to judge their persona? Would you ban them agi if they did not commit any mistake?

It can be hard. Always have to be one step ahead of them.

At times (happen to me) it has been a full two or more months and I see one user got two accounts on the site and the rules say that they allow one account. And so only taken me or other staff two months to noticed it Xd
