Do you make a budget for your forum expenses? How often?

My friend that wanted to start a forum first of all drew up a budget of how much he would spend to set up the forum. Do you think this is necessary or one should just go ahead to set up the forum and chest the bills as they come? Did you do a budget first before you set up your forum? Do you still have budgets for forum expenses?
