That sound like a great idea. We have something like that Tikolah. But their is a catch is that only last for 1 year and you need the right posts and packages. The question is that are you going to support the domian for more than 1 year?

The person that gets the free TLD ( 1 year ) will get a free push ( domain ) to their account. So, they'll have full control over the domain. You can participate again next two months to get another free TLD, 😉 You'll have to pay to re-new the domain when it's about to expire.
