.in is actually an extension for India.
Outside of India it's virtually worthless.
I wouldn't classify it as a premium domain. 😉
It would need a lot of SEO to rank outside India.

.co.in has better SEO in India, while .in is getting more popular as it is short, has a nice finishing touch : in and is being bought more and more outside India.
Also, Rockstar themselves own .com of the same ie : GrandTheftAuto.com
