How do you private message someone?
When you click on a profile on the overlay there will be an option called "Start a conversation". Those are the private messages.
If you don't see the option it means you might need to post around the community a few more times before the option gets activated in your account.

PM advertising is against FP guidelines so be careful that you don't spam anyone your link if they haven't asked for it.
When you comment on posts, does the site alert you if there's another comment added?
That is something you can adjust in your settings. Check in
Preferences » Options and tick on what you prefer. If there is a thread you are particularly interested in getting notifications you can use "watch thread" option. It is located just above the first post, leaning to the right.
How is promotion generally treated here?
Not sure what you mean with such a broad question. We have some options around: You can be added to our promotion directory, you can request banner and signature spots, etc.
The base is FP$, which is a virtual currency you generate as you post (for example right now you have 10 FP$) and then you can exchange it for different promotions and other services to help your community. I invite you to explore around and read the stickied threads in some of the services zones to get a better idea how this community operates.
