How do I start a conversation to someone via twitter?

Starting fresh, how would I initiate a conversation with a twitter user of whom I'm either following or being followed?

(For example if I wanted to ask Lisa (2createawebsite) something in Twitter but didn't have a previous conversation already started, what would I do?)

Like said, utilize the @ function, ie:

@2createawebsite How are you?

They won't always reply, as they don't have to.

It only works if they are your friend, so I doubt that would work for netsavy.

I think it is best to just send her a question since you are limited to 140 characters, so you can't really introduce yourself like an E-mail. Plus, they can always read your short bio on your Twitter profile.
