1. Partnerships
   If you can team up with influencers or well-known people in your niche, they can help a great deal in bringing in more members and contributions.
2. External platforms
   Yes, you can look into joining, contributing to, and spreading the word about your niche community on other, bigger platforms. That would be one of the best sources of new members.
3. Targeted outreach
   Not sure about this. It greatly depends on who you are reaching out to, and how!

You have to know your target audience. You should know that before you start any sort of community or website.

Then you need to promote to those people.

Why not focus on where knowledgeable people already are, reach out through partnerships and targeted communities instead of waiting for them to come to you?
