How do you find blogs where you can build backlinks through blog comments?

Many blogs don't let you comment, or it is tough to find useful blog posts to comment on.

How you do it and how to find the right blogs where I can comment and where I am allowed to leave a link?

Lots of blogs disable links. I generally don't take part in the SEO practice of spamming backlinks on a ton of articles: There's better ways to build meaningful backlinks
