Just how many home page banners is too much? Do you set a limit on how many banners you will show on your homepage or on every page? What is your upper limit? And, at what point does it start looking crowded or where you get complaints from visitors?

If you want to run multiple banners on the header and footer, I suggest a rotation script so the advertisements don't overwhelm the community. I do that on all forums I run where advertising can be purchased in the header and footer areas.
Either at the top, in one piece, or split,
or one at the bottom, in one piece or split.
But ads can be place dat the side in a cubical space as well,
as banners are quite dominant & potentially intrusive.
They make more money, true.
