How small can you make text on your page without penalty?

Let's say you need to put some very small writing on your page, such as TOS or site rules. How small could you make the text before Google perceived it as deceptive or hidden text?

I would go with whatever the default size that the browser makes for the <small> tag.

In addition to using the <small> tag as reference, one could use spoilers as well. 😛 If your text is mostly related to your website you should be fine. The problem arises when completely unrelated chunks of text are added to a web page.

Hi,
It might be possible to get good rankings in Google without content. Site can be image based but different SEO strategies have to use for images site.
Generally, content should be greater than or equal to 300, not less than 300.
