I do have to agree, running a forum is not the easiest task these days. People are moving away from forums and moving to social media. There is however a small crowd that still like to lurk around on forums. It's still a bit of work to get them to register on most forums. Specially if you are starting out new, it will take time to get members and most importantly active members to join your forum.

- Have a passion for your idea.
- Have dedication to your idea.
- Have a new idea or better way to do your idea.
- Commit to a long haul of work to build a community from nothing.
- STOP blaming everything for why your idea isn't working.
I remember when when I used PhpBB and to add an addon, you had to actually code it in!! I would take a few hours for a standard addon. I don't miss those days... those days of dialup lol
For your niche though, I would defiantly go on others forums that allow signature links and work on your authority or your reputation. Do a lot, get a lot of eyes looking at you and the eyes will eventually look at your signature.
But with a forum, you want to provide to an audience you are trying to attract. What does that audience desire on the forum with your signature? Can you implement that on your forum?
Also, how do you feel about live steaming? You could do prayer services or something of that nature on YouTube and promote your religious forum, there.
