How to Save a Stagnant Forum

1. Post a lot of controversial stuff that's within the rules of your forum and/or host. Make sure to tackle on the touchy bits of religion, race, gender, politics, and so on.

If you follow that advice and just that advice alone, you will get a ton of replies overnight. Never mind the whole talk about "exclusive content" -- controversy IS exclusive, and people live for that sort of thing. Too many people are bitter, so help give them an incentive to keep your forum from fading out. People get bored and leave because there isn't a lot of controversy to keep them up all night. Sad, but true.

I think you need to have quiet a good number of active member to take part in debates and discussions. If the forum is stagnant, it is more possible that your members are not much active. Promotion in other forums will help gain your unique visitors and turn them into members.
