I had another coder and remade the forummotion but now people are saying forummotion is better and some are saying proboards option and why?

You should use whichever one you are more comfortable using. Neither is objectively better.

Ultimately, though, I think self-hosting is the best option. That being said, I understand that it's not possible for everyone.

Yes, forummotion seems to be based on a customized version of phpBB2. Unfortunately, phpBB2 had very simplistic permissions.
