I will give 10 forums to each person and he or she have to make 15 posts per forum. So each person can earn 7.5$ but if someone can do more 20 forums fast then i am okay with it 🙂

We do have rules but how can we deal with people that you feel break the rules before reporting them to us? We can't pre moderate all reputation given can we? What do you expect us to do then? Only because 1 person gave you rep that you feel unfair does not mean that we don't have rules in place and encourage that kind of behaviour. I thought you would have been able to tell that but obviously you can't. All them spam posts we get, do we allow them? No we don't but people still post them against our rules. Again we can't pre moderate all posts can we? We just have to rely on finding them ourselves or having members report them for us to delete. We have rules in place and we accept reports of abuse. You think that therefore we allow people to "abuse" each other? We can't do anymore.
Additionally it might be worth noting that not all - rep is abuse. If you did something to deserve it and then they give you it then it is ok. The comment might not be suitable but the actual rep is.
