Is AVR a protection against power surge?

From the name itself, AVR is automatic voltage regulator. But does it guarantee that the power surge is controlled? I am posting this because I remember when the internet was a new thing in the office (circa 1999), there was an AVR that got burned. The computer connected to it was affected but not much. I know it’s a different case. My point is the effectiveness of the AVR as against the surge protector.
 
AVR's are really not intended for power surges. This is a question that should've been Googled; the answers are quite available, and this isn't a place where you're going to find better explanations.
