Laptop fan works hard when environment is hot

I have noticed that when I am using my laptop in a cool environment, the fan doesn’t work often. But in a warmer area, the laptop’s fan runs often. I understand that the fan consumes power from the battery. That may be the reason why my laptop’s power is consumed faster when I am using my laptop in the dining room versus when I am using it in the office which is air conditioned. I hope I am correct on this assumption.
 
As the CPU and GPU heats up the faster the fan speeds to keep it cool. it blows the hot air out
 
Well, yes, your assumption is correct. If something is hot, it needs more fans to cool it. You need fan and cool air to cool you down after being outside in hot weather.
 
also having the PC upstairs will be hotter then if it's the down floor
 
For a safety precaution, I'd always run it in the coolest place in the house. Otherwise, I suppose it could break down.
 
Well kinda, it's based on the computer's temperature, not the room, however if the room is hot the computer will get hot faster and the fan will need to work harder.
