Does that only apply to sites based in the Us or users In the Us?.

To comply with COPPA, do what their site says and offer a reliable way to get permission slips to you (postal or fax is most preferred ways). You also need to be very aware of what gets posted on your community. If the wrong things gets posted, you can be in legal trouble. I'd keep all posting on approval-first if I were you.

Can I get them emailed to me?. Also is there a disclaimer I could use in the case of someone signing up with a forged permission slip?.
On the Point of Post approval that was my Idea, the forum would also be strictly moderated and censered and external links disabled except for staff and a special invite only user group.
