From my findings I discovered most leaders around the world especially Africa are old men with thinking faculty and poor state of health. This is affecting the country socio-economic activities thereby making life very difficult. At what age do you is minimal and maximal for a citizen to contest the office of the president?

In the United States, a person must be aged 35 or over to be President or Vice President, 30 or over to be a Senator, and 25 or over to be a Representative, as specified in the U.S. Constitution.

If you're old enough to vote you're old enough to run the country.
I technically live in a kingdom (though our royalties have little to no actual power) but I don't really see a reason for a minimum age aside from being legally able to vote themselves. True, as we go through life we adapt and change. We're not the same person when we're 40 when we were 20. This is natural, this is normal because without change, there cannot be growth nor a learning curve.
However, I've seen 19 year old display the wisdom and insights one would expect in somebody older, and I've met ditzy 30 plussers.
I believe it's more important to have somebody with the right knowledge and skillset, rather than a set age.
The only counterargument to that is is that it's some skills are learned via experience, and experience requires time and effort to build. I personally feel it's wrong to exclude certain ages because it's unlikely they have the right skills and knowledge.
Let's review some of the current world leaders. Can we honestly say they're the best choice for the job? Despite being (above) a certain age? My personal opinion would be no. Age can say very little about what somebody knows or is capable of and I think nobody would benefit is we start saying "You cannot fulfil this position because you're not a certain age" (within reason, as stated before).
