I have not messed with ipb3 enough to tell you a for sure answer,but if you have a test site with it set up and give me an account,I can look and tell you.

From what I have seen and heard though,I am pretty sure I could make a ipb3 theme,

It all depends on what you want. Typically it takes me two weeks though due to my busy schedule.
