The footer is grey which simply doesn't fit
Combination of colors is obviously right, but it doesn't give you the comfort you are navigating, you are just reading. Try to make a bit more color combination and black, white and cyan sucks somehow. That is not even white, it is some kind of bright grey which makes things worse.
Content design is strongly related to the overall website design with the aim of the structure only.
Your website is not RESPONSIVE and it sucks like hell when trying to zoom in and out. (I am saying it like that because this is extremely important nowadays) When trying to make a 2013 website, if it is not responsive or adaptive you are clearly not a good designer, none will like you website, especially guys with smartphones, they will hate your website.
Use media queries to fix this and search on the internet since it is more than just that, especially when it comes to iPhone 5.
I don't know if you have gone to php.net new website, because there was a TON of angry guys who hated the 'white color' and they had to switch the whole website design. This means I cannot read in a 'SO WHITE' website and I hate reading anything.

This simply because it has some kind of similarities but that is not even close. If you look at their website, there is no BLACK on the place where I am trying to read. Black simply means look at me and why should I look at the header? Because I don't know.
Why black says that? Because it is such a DEEP color, only 10% of your website is in black (or less) and that emphasizes the user to read that. That catches attention when trying to read and makes it irritating.
Your vote design simply sucks. Don't use only paint skills especially if you are not a designer. You should use every tool you have to be like one. A good designer uses less tools because he is efficient, meanwhile you are clearly have no clue on what you are doing, you are just making something because 'you think' it is best like that, simply because you don't know how to make it much better.
Overall, learn DESIGN THEORY. This is very important and it is what you really lack. I mean, common it is just colors and that hand voting, but that is all your website. Start from that and you will see that you will become much better at it. You are not a bad designer, you simply don't think what other do and there is no bad or good design, it is just trying to make everybody happy. The more stuff you have on a website, the more difficult it becomes to make everybody happy. Also color theory might help, but I don't know if you 'accidentally' choose those colors or someone ordered you to.
Also, this is just the beginning, because there are other stuff, but you don't need them now, like the responsive part. Without doing a good design, it will suck on a smartphone.
One thing I noted which also SUCKED was the use of divs. When I worked for some guy, I was offended like hell, because I didn't use HTML 5 specifications and had to reinvent the wheel again. I love your programming skills, but I hate your design skills. Overall I hate your skills because if you are not a good designer, it will be so hard to accept your programming skills and you will always work for others or have others do your design job, which makes you pay some money without any real reason, since you can make a simple design yourself.
Before I go, your navigation pane sucked because you had no padding between the puttons and you used bored-radius in a square design. Come on, you made such squares and thought that box-radius would help you?
What really 'offends me' is that you have been programming for 5 years and you don't know well html5 and css3. What were you thinking?
