This is a new law in the Philippines that has become controversial due to the misinterpretation. The law was actually created to deter the use of the cellphone while driving. But for the details, the law had included any obstruction in the windshield like stuff toy or any decoration hanging from the rear view mirror including religious objects like rosary. Oh, oh, the Philippines is a Catholic country and the rosary is one symbol of that religion. Now the law is suspended for further studies. Think about it, that law became a law because it passed congress. So foolish of those legislators?
Laws get passed like this one because people no longer have the sense to make informed decisions on their own in regards to their behavior while on the road for example. They have to pass such laws as the above because if they leave any loopholes even sensible ones then lawyers will see to it that those loopholes get abused so much as to make the law ineffective in its intended goal(s).
The only real distraction in a car is the cell phone as that one requires constant attention while in use that can't and won't be shared with attention towards what is going on outside the car. Everything else could possible distract you but the time it would distract you would be far far less than the time spent distracted by an ongoing conversation via cell phone. In fact, you could have a conversation with someone inside the car and drive safely as that conversation doesn't demand and draw away attention from everything else like a phone call does whether it be a cell phone or even a landline phone.
