i got one account when i was 15 and i filled in my DOB correctly plus bought domains with it too.

i was just giving my example.

Buying domains is something different. That's the registrar's TOS, this is PP's TOS. Regardless of you making an account when you were 15, if you are still a minor, you should not be allowed to have an account.

i remember reading the ToS when i created a account and at that time it was 13 for India.

Moreover now the default DOB setup in new accounts is starting from 1992 means you have to be 18+ now.

I know, but if you are still a minor after the TOS change, you are susceptible to an account suspension if they find that you are a minor.
