Appearance and Color Scheming - (Out of 20)
I was quite impressed when I first loaded the site. Newspapaers nowadays go either 1 of 2 ways: Overcrowded or spaced out nicely. Your site seems to be spaced out very well, the text isn't too over powering and you have a variety of different columns providing content.
You have a nice color theme but I think it could use some slight lightening up. Even in regards to the pictures on your index, it would attract more attention. But it depends on your overall target audience and personal preference.
Also, your AdSense search bar appears to be a little too high up and looks a little sloppy. If you move it down, and put the "Google™" Tag inside the search bar instead of outside, it will look a lot cleaner.

Page Layout and Content Organization - (Out of 20)
As I said before the page layout is great. A nice amount of columns and the white space works well.
You should also move the donation side bar onto the post widget instead of the homepage. Members are more likely to donate once they've read your posts, but cannot see the widget when going through posts.
You have a very nice category list, every post seems to fit in nicely with the scheme.

Quality of Content - (Out of 20)
The content on your site is great. It's easy to read, fluent and well formatted. I also noticed that your posts are quite keyword heavy, so you may want to consider this plugin for Wordpress if you dont already have it:

With that plugin you can gain some extra exposure and control the posts nicely when it comes to SEO, so I highly advise it.

Navigation and Graphics - (Out of 20)
Your navigation is great. I love the drop down box in the left widget with the list of categories. In a few years of working online I've never seen that on a Wordpress blog before, so well done!
The graphics are great, but as we know newspapers tend to have a logo or header that is custom. A text logo is just fine, but if you were looking to become a little more unique I suggest you attempt to change the title in a comprehensible script type writing, that way it would stand out a bit more amongst the thousands of other blogs.

The concept, layout and the writing standards. I'll definitely be returning on my own grounds, and more than likely subscribing.
What was disliked most about the site:
No custom logo. Not a big deal, the site looks great as it is, but a bit of flare here and there tends to bode well with readers.

Don't lose the quality of your posts. Although good, the standard is perhaps a little too high. If you were getting traffic from people that did not speak english as their first language, they may have a problem truely understanding your posts.
