In my experience, SEO mostly help me earn more money when people click on my ads, buy from my Amazon links, on my blog, forums, but I rarely get any active members from search engines except for the occasional spammer who is searching for entertainment forums to spam his "illegal free movie and TV streaming website on" in his sig on my forum.

Most of the members who posted more then 10 posts are people I know online, MSN, Social networks, forums, blogs or from post exchanges on forums like FP.

The same goes for blog comments most of the regular commenters on my computer help blogs are other computer bloggers, and bloggers who blog about SEO, Web design, or own a website related to web masters or online marketing. Occasionally, Software developers also contact and e-mail me when I blog about their programs. I think most of them found my blogs by searching on Blog directories/search engines, and top sites where my blog is ranked in the top 50 of all computer blogs listed in the computer section of the directory.

The key to your question is that you need a reason for them to stick around when they DO find your site via search. You say your board doesn't have many people even posting more than 10 posts total and that's your real problem. Find a way to add value to your forum, or at least some false activity like paid forum posting, etc.

Paid forum posting, and post exchanges sound like a good way to make my forum more active, and having more interesting topics and discussions for members to post on.
