Twitter Tools, Sites, Lists, How To Get To The Public?

i know theres ways to get on lists that the public will see and other things but i just dont know what they are. ive been thru google and i never find anything useful, is anyone experienced with using twitter and aware of how to use it toward its advantage. specific things you know work. and anyone who knows of any useful twitter tools or anything please post. i posted a thread about hootsuite.com but noone looked at it. i really suggest trying it out, its not just a twittering thing, your tweets get seen by the public

Lists are things Twitter users use to categorise other Twitter users. They can be public or private.

The public lists are shown in your profile, under 'lists' (beside follows and followers) while the private lists remain private. Not even you are not even told if you're in somebody's private Twitter list.
