At the moment, the host has not officially announced any way of upgrading. I am hoping that they will at some point.......
I think that a forum can still be successful with PHPBB2 though.

They probably will do closer to the end of life of phpBB2 as if any security issues come up their servers are at risk and phpBB won't fix the problems.

I agree, a forum can be successful without phpbb3 because I know some forums that are still phpbb2 and are exceptional.
