If they're completely new to owning a forum most of the time they promote an empty forum. I was guilty of this too, always make sure you add content to your forum before opening up to the public.
I always try to fill up the empty forum even if I've got to check ChatGPT for thread ideas. It's not that hard to start a forum where there's one or two threads in each forum.
Building forums has a learning curve, even for experienced admins. I'm always tweaking my forums. Would I have done things differently if I started today? Yes, but it's the process that gets you there.
I say to all people that are starting out, they go overkill with so many boards and being empty is not a good start. Start small and then add more over time
