Why are people reluctant to adopt?

It costs a lot of money to adopt. About 5 years ago a former pastor of mine and his wife were trying to raise $60,000 so they could adopt a baby.
 
I heard that it isn't easy to adopt and can be expensive. Also people are hesitant due to the possibility of also dealing with past trauma. Fostering may be an alternative but I haven't looked at either option myself.

In the long run that might be cheaper but not many people have that much money to throw down at once, which is kind of sad since they are trying to give a child a better life.

Exactly & it doesn't make sense either. They don't charge men and women to get together and procreate. They shouldn't charge this much to adopt a child.
