Regarding the post ratings, would it be considered "redistributing" if you simply left the add on on the forum, leave the files in the directory, etc.? To me, redistributing would mean selling or directly giving away the add on. The mod would still be only used once, and since it was paid for once, I don't see a problem. I'm sure the creator would work with you if you talked to them, as well (opposed to just doing it behind their back).

$200 is the current bid. Reserve will be set at $450, which is stupidly low imo.

Thanks for your bid. No specific sale date. There's a solid offer on the table for $500, however it's a bit later than when I'd like it. However, if there is a better offer sooner I will take it.

I think he will, because he stated that the bid is still a ways out there, and I think if it was lower, he would take it for the sheer fact of the funds being immediate.
