Both techniques are good and create worth for a website in equal manner. 5000 back-links of low quality makes almost the same thing as of a bunch of high pr back-links.
Non of them will penalize you unless you have created them the wrong way{Black Hat techniques.}
SEO is a very complex thing to do. But it has been seen that either you create back-links in any way they always help in a way or other. Sometimes some back-links help for Google on other hand some help for bing.
You can`t say in any way that a high no of back-links penalize websites. If you say this then i am sorry to say but you really need to learn SEO.
