It works on back links.
You could have a PR7 site with absolutely no visitors.
But a PR7 backlink will greatly help to increase your page rank. 😉

When he offered this and even now the site has barely any traffic. It was being offered for a lot higher and I would rather buy 3000 PR3 backlinks then having one PR7.

The price is better now though.

Page rank works on backlinks.

You could have a PR7 website without any visitors at all.
But a PR7 backlink will greatly help to improve your PR.
Especially when it's a quality, genuine pagerank like mine.

However, if you'd rather buy 3000 low quality PR3 backlinks at bulk price then that's your choice. 😉

And if you call over 1000 unique visitors in the last month bad traffic then I think you should consider advertising with globally renouned PR10 websites like Facebook, and spend thousands of pounds. 😛
