I'm currently in the process of working on a toplist project. This is where users can come and add their personal servers to a ranking list, and from there they can have people vote for their server to increase it's position on the rankings (or should I say decrease?).
An example of the type of site I'm making is this: http://tekkitserverlist.com/
However, the site will be for RuneScape private servers. So you can forget all the minecraft related material.
