Maybe, maybe not. People sell these lists on DP for cheap prices, say $5 for this list. I have a few lists with over 5000 links which are apparently PR'd or highly ranked for certain key words.

Have checked out a couple of the edu links and there is no where to post anyway, so will be a time consuming effort to get some links in there.
but still, is a useful resource to share.
