It's always going to be a tricky one. You won't please all the people all the time. My best guess would be to check to see where most of your members are based at amend deadlines accordingly. If it was USA and EU, then there is anything from 5 to 9 hours apart. Midday EST time (as opposed to midnight) would give Europeans (and us Brits) a timeframe somewhere in the early to late evening.

Of course, it's it's China and Australia, those times won't work. 🙂

We've tried to coordinate in the past and there was always a complaint...during the day, they're at work, at night they're sleeping, etc...

Another thing to do would just be a raffle and have people buy tickets, but those NEVER go over very well.
