The central database will allow members to register in a central database. Any forums with my site's plugin will have access to all the members. Members can search for all forums with the plugin and post on them without registering separately on them.
Sites with the plugin will be able to trust that all the members are confirmed as non spam accounts. There obviously will be tight security. Spam and inappropriate posts will be reported, and the user brought to the attention of moderators. If they are found to be spammers, inappropriate posters, or in violation of my site's rules they will be banned and removed.
Sites will have options for making users go through an approval process if they want to have extra security. However, when users search for forums they will know that there is an approval process required before entering the forum. Once visiting, they will automatically be entered into this process. They will be notified if/when they are approved.
To monetize from this site owners will be able to pay money to appear on the top of lists / be featured. However, they must also meet certain criteria so users will actually be satisfied with their site. Basically a site owner with money, but not a great site could not benefit from this.
Users could also do this to earn a trusted status. They too must meet criteria including posting quality posts, using the database's sites frequently, etc.
Users will have a post count representing all of their posts in every forum they've visited/posted on. They will also have an individual post count for each forum. Site owners can choose whether they'd like to display their members' overall post count.
Users will have one central profile and account information. Sites using the plugin can offer separate profile pages however, they can instead choose to remove their profile pages and simply display all of their posters profiles from my central database.
Users will be able to favorite posts, threads, forums, sites, specific sections and even other members. This will allow them to view a stream of updates from favorite content.
