First of all, what's the BEST free hosting around these days?
Also, is there anyone that would setup a PhpBB forum for me using a host I decide to choose? Will be willing to pay FP$.

It depends on the free host you choose in the end, but you can check if the free host offer Softaculous with the cPanel access you will get. That way, setting up forums and blogs become very easy. 🙂
