A good e-mail list subscription news service for a website?

I want to make an E-mail subscription newsletter for one of my websites for visitors to subscribe to , so I can send them regular updates on my website, or keep them informed on news stories related to my website category like computers.

It has to be free, or cost under 10 dollars a year to use like http://www.bravenet.com/webtools/elist/

I just hate geting complaints from my forum members when I send a mass e-mail or PM, so I figured an E-mail newsletter list for people who opt-in would be the best solution.

If you mass email from a forum software, most modern forum softwares allow users to remove themselves from mass emails sent by the forum administrator.

One of the most popular ones is phplist - http://www.phplist.com/
