Considering it's the exact same post, I'd assume that he just accidentally clicked "Submit" twice.

It probably was accidental double post, however the report option is there, and I believe you can delete your own posts.

Normal members can delete their own posts if it is the last post on the thread, I believe.

Hmm, I suggest you get the following:

• A non-default theme.

• Much less sections of the forum.

• You need to promote on RuneScape forums rather than just here. My perception is that a few of the people here play RuneScape, but not very many. (You may be doing this already, and if so, then kudos to you)

• I'm not a fan of IPBfree -- I suggest a different software such as MyBB (on a real web host).

If I post on a real runescape forum, I get banned for advertising.
Some people may find us here.

It depends on the forum, actually. You have to read their rules. an example is that tip.it allows you to post an advertisement on one thread of their forum, which could draw in interest. Some allow signature links, for example.

Design Sector has a Runescape skin. (name+.ipbfree.com) You do have to register there, though, but it's good.

It kind of does need a runescape theme, but it isn't essential. Zybez didn't have one until a while ago (infact I'm not sure if they do now)

It might not be essential but it certainly helps. Which forum would you feel more at home on, one with a default theme and logo or one with a customized theme which goes with what the forum is about (couldn't think of a better way to word that lol)?
