It's Carl Weathers from Predator. From what I've seen on my Facebook news feed, the joke is that He's supposed to resemble Joseph Kony. So unbeknownst to others (that might actually think it's Kony), they believe others are supporting Kony.

Anyways back to the point of the thread. This man has done great things.

I also just noticed your avatar is from Rocky. Carl Weathers also played Apollo Creed.

I know. I was tempted to not say anything and go along with it. But I couldn't leave the questions unanswered...I have to be that pompous know it all! (Much like Velma).
 
I am too big a fan of the movie to not recognize the character right away, heh.
