A way to host a download?

Is there a way to host a download off of my website? I want users to be able to go to a certain link and download a file.

Upload it via cpanel or FTP, link to it, download it.
What type if file is it?

A .PDF I am going to let people download for free.

Just upload it to cpanel.
Then link to it:
http://example.com/example.pdf

Most browsers will open the file though.
