Access site without domain?

Id like to make a website before i buy domain for it. The public ip for my webserver is http://37.59.34.164

How can i access this?.

also i tried putting 37.59.34.164 into a no-ip Port 80 Redirect but it dosnt show the page.

No ip address xbox360gamer.no-ip.org

If your server is using cPanel you can access it through:
http://37.59.34.164/~cpanelusername
Most serves allow you to do that.
