The first thing i notice is the banner, And well, Cooltext.com shouldnt be used for Forum banners unless its just for a day or 2 whilst you await a new banner. They look un professional and normally dont go with your skin, as it doesnt in your case, it sticks out like a sore thumb, Well worth replacing.
Im also not sure about the links you have at the top of your forum called "Quick Access", The services and the register links maybe, But Advertising your other forum doesnt look too good, as, before members have even registered your sending them elsewhere, and might not bother returning. The social network doesnt look too good their either.
Your skin isnt too bad, With a nice banner it would look pretty good, And maybe new "New posts" and "no new posts" and "link" images, This would make the skin look more original and look a lot better.
Im going to give you 10/20 for this as i think its quite poorly done.

Well, The first thing i see is the quick access, as i mentioned before I think it should be shortened so its just the registration Link and maybe Services, but even the services link isnt needed.
The first 3 forums are Good and i wouldnt change anything, But the forum for other promotion forums shouldnt really be there, Or a forum anyway. You should make it a Sticky in the advertising forum.
I think you should make the Forum Services and Bonus Services the same Catergory, This will Make your board look smaller, which is a good thing. I also thing your quick access service should be a proper service, as, well, It is. One of your services says you will get someone 200 members and 1000 posts, I highly doubt you will be able to furfill that properly.
Im going to give you 10/20 for this as its Average.

You have 60 members, This isnt a big amount of members for an advertising forum. I suggest doing a referral contest. By "Referral Contest" i mean getting your current members to refer new members for a prize.
If you keep up the advertising im sure you will get more members, Im going to give you 7/10 for this.
Number Of Posts (Spam or Otherwise): (6/10)
840 Isnt a lot of posts at all for the amount of members you have.
I think you should try and make a lot more posts in every forum on your Board as some forums have only 2 topics in, that isnt a lot, You cant rely on your members to make all the threads, thats a major mistake a lot of people make, You have to make the threads etc when your forum is new, so you should make a few more now. I think you should start a posting competition, where the highest poster in an amount of time gets a prize, this should encourage people to post more.
Im going to give you 6/10 for this as a lot needs to be done.

2 Admins and 2 Moderators is plenty for the amount of members you have.
1 Admin would be sufficient rather than 2, But dont worry about it, I just wouldnt hire another staff member until you have around 100 members or so

I think your spelling and grammer is quite bad, Saying things like "discuss stuff" is quite unprofessional, It may be worth changing things like that.
