I like the forums, but you need a new skin, I've seen all too many forums with that sort of skin, just different colours, there's lots of sites out there that offer different looking skins, maybe a few more in the selector would be nice.

I love your logo - reminds me of the "group hug" comments that get made when people get into a argumentative discussion, then settle down and become calm again.
It's offputting that your top-posters box shows a group of users none of whom have avatars. I would recommend removing that until your top posters have more than 50 posts and have customised their accounts a little, so it doesn't look so bland.
I think it's a mistake to show any forums that have "rejected" in the title. That reminds me of the "board of shame" type forums, where they show all the bad negative posts for everyone to point and laugh at - it gives off a bad vibe. It's the same with any rejected items. If it doesn't meet the standards, close it or remove it, don't leave it in a rejected forum for all to see 🙂 The added bonus of removing this means it will also cut down on the extraordinary amount of forums you currently have. I would also do the same with your archives. If the posts are no longer necessary to the site, remove them to a hidden forum somewhere.
Question a Member sounds rather aggressive - I doubt that's what you mean at all, but first impressions and all that go a long way.
I would move your advertising forums into subforums beneath your Promote Your Site area - as they all come under this topic. I feel that having a second Promotions category is a little redundant - combine some of those forums into your main Forum Promotion area - reduce the amount of forums which will make the activity in the resulting forums look much better.

As for top posters, you can disable the sidebar if you wish though I may reduce the amount of Top Posters being displayed if possible.
I don't agree with the point about rejected forums... if a forum has been rejected it has been rejected because the OP couldn't follow the guidelines. I'm not going to try and cover up the fact it exists and it makes users make one less click to view that forum if they wish to. And moving it would be a worse idea. People who's request has been rejected will not know where it has gone and it just sounds good in theory but would fail in practise and be a bad idea.
As for Question a Member, it sounds fine. Trying to be a little original with the name, not just copy it from FP/another forum and it doesn't sound aggressive. I can see where you got the idea that it might be but it's fine as it is.
I also don't want all the services as subforums. Subforums don't get as much exposure especially with the current activity levels not being that high.

I think the styles logo at the top, the one that is default for guests doesn't fit the style, the logos background colour is light blue and the actual header background is dark blue.

The theme as a whole seems monotonous to me. Could be just me. Other than that, it looks great.
