It's offputting that your top-posters box shows a group of users none of whom have avatars. I would recommend removing that until your top posters have more than 50 posts and have customised their accounts a little, so it doesn't look so bland.
I think it's a mistake to show any forums that have "rejected" in the title. That reminds me of the "board of shame" type forums, where they show all the bad negative posts for everyone to point and laugh at - it gives off a bad vibe. It's the same with any rejected items. If it doesn't meet the standards, close it or remove it, don't leave it in a rejected forum for all to see 🙂 The added bonus of removing this means it will also cut down on the extraordinary amount of forums you currently have. I would also do the same with your archives. If the posts are no longer necessary to the site, remove them to a hidden forum somewhere.
Question a Member sounds rather aggressive - I doubt that's what you mean at all, but first impressions and all that go a long way.
I would move your advertising forums into subforums beneath your Promote Your Site area - as they all come under this topic. I feel that having a second Promotions category is a little redundant - combine some of those forums into your main Forum Promotion area - reduce the amount of forums which will make the activity in the resulting forums look much better.
